That a remedy may be worse than the disease is one’s feeling as one goes through the newspaper reports of the recommendtions made by the High Court Arrears Committee set up by the Government of India under the chairmanship of Mr. [...] “ Nor would it be right ” the Committee added “ to deprive a party of the right of coming to the High Court by way of appeal or revision given by certain special legislation for saf guarding the right of the citizens against arbitrary exercise of powers conferred on the special Court or authority set up by such legislation.” In the circumstances the Committee has stated that it could deal on [...] One feels that since recommendations affect the vork of the Appellate Side of the High Court there should have been at least one in the Committee with experience of work of the Appellate Side of the Calcutta High Court. [...] And in this attack the vaguard consists of people who know little if anything of the Original Side people who even if they are lawyers are invariably out o f touch with the working of the Original Side and blissfully ignorant of the views and desires of the litigant public. [...] affairs." Although in Chapter V Article 27 of the U. N. Charter it is explicitly stated that except in procedural matters the decision of the Security Council " shall be made by affirmative votes of seven members including the concurrent votes of permanent members " the Security Council passed resolutions without the vote of the Soviet Union a permanent member.
