minal proceeding instituted for the cotravention of the provisions of the Indian Press (Emergency Powers) Act which amounted to a completed offence before the date of the Constitution could be continued after the Constitution came into force where no change of procdure was involved. [...] In the instant case according to the majority of the Court the discrimination lay in procedure and therefore the continuation of trial - after the Constitution according to the dicriminatory procedure of the Bombay Public Safety Measures Security Act 1947 resulting in the conviction and setence of the appellant could not be sustained. [...] But the spirit of service to the public led him to seek election and the electorate made no mistake in selecing him to the West Bengal Legislative Assembly in the recent first general eletion under the Constitution. [...] The May number of the Labour Appeal Cases the Report of Decisions of the Labour Appellate Tribunal issued by the Government of India every month since the beginning of this year cotains an important Full Bench decision upon the law relating to industrial disputes. [...] With this purpose he analyses the provisions of a large number of sections of the Act instead of confining himself to the rather doubtful words of the definition.
