When one person arrests another Without a warrant in exercise of the common law power of arrest is it the duty of the person making the arrest take the arrested person before a justice or to a police station "forthwith" or $s it the duty of the person making the arrest to take the.arrested person before a justice or to a police station "as soon as he reasonably can" ?
