282) it may be taken as a general principle of the English law that debts already subsking beween individuals divided by the line of war are suspended during the war both as regards the right of action of the creditor and the duty of payment on the part of the debtor." But the Sovereign as we have already said may give pemisson to an alien enemy to sue in His Majesty's Courts. [...] Although right of suit may be suspended against alien enemies during the pendency of war the right would revive on the conclusion of peace and in the meantime the operation of the law of limitation would be suspended. [...] With the progress of culture and industry in the Nineteenth Century and after even the nation who under the leadership of Napolean only a century ago fought and overran the whole of Europe singlehanded has become one of the most indust'ious frugal and sensible nations in the Worl i. The French like the English Goverment cannot go to war against the wishes of the people. [...] The offer of neutrality to England in respect of the west coast of Belgium and France after the violation of her treaty obligations to England and giving her casus helli was a height of hypocrisy almost unsurpassed in the history of the world. [...] Germany would then have been at liberty to attack the French Fleet in the Mediterranean with her partners in the Triple Alliance and the latter would have been practically the mistress of the Mediterranean which would have involved not merely the loss of her trade route but also of her high-way to the East.
