Our reason for this was that having regard to the existing relationship beween the Ruling Chiefs and the Goverment of India if the Government of India were to be given a responsible form of Goernment by a Federation of the British Prvinces the Ruling Chiefs of India were to be gainers by it and not losers. [...] If the Government of India were to be responsible and the Foreign department which deals with the Ruling Chiefs was placed under a responsible minister the Chiefs would get relief from the arbitrary acts of the Governor-General's Agents and the Foreign Secretary of the Government of India who have direct dealings with the GovernoGeneral and the Chiefs regarding which no question may be asked [...] Berriedale Keith that the object of this skilful " manipulation of the legislature was to keep the democratic element in the legislature in check and to counter-balance the progressive.
