We therefore welcome the assurance of Lord Linlithgow the GovenoGeneral of India in his message of he 22nd of June last that under the present uovernment of India Act read with the Istruments of Instructions to the Governors the provincial ministers are i esponsible to the legislature; that except in respect of the special powers conferred on the Governors concerning peace and order [...] If however the Governor and the Ministers fail to agree and the quetion is not of such vital importance as would justify in the opinion of the latter a dissolution and a general election it would be open to the Ministers to announce to the general public that the decision was that of the Governor hiself and contrary to their advice. [...] The Viceroy says :- I have already stated that ministers have the duty of advising the Governor over the whole range of the excutive government within the ministerial field including the area of the special responsibilities. [...] The pronouncement of the GovernoGeneral on the position of Ministers via-tvis the Governor reflects an interpretation of the Government of India Act which is cetainiy not apparent on the face of t.ha~ statute but inasmuch as His ExcellencS claimed to speak with the approval of the Secretary of State it may fairly be presued that the interpretation he put forward is the one which in the [...] What will be the proper occasions for the Miniters ceasing to hold office and what will be the method of the termination.: In regard to matters which are given over to the Ministers. absolutely and with which the special responsibilities of the Governor are not inter-mixed no question of resignation or dismissal can arise for the Governor would be neither free nor entitled to diregard the
