2 :2) and 28 the matter must be decided aording to the opinion of the Inspector of 'actories who is the legally constituted uthority for the settlement of such queions. [...] The very largeness of these powers imposes on the officers of the Government a responsibility to see that the powers are not abused and that they are e*yea only for the purpose of securing the well-being of factory-hands and not for needless harassment of the employers. [...] The printing and binding like the quality of the treatment of the subject is also of a suprior order. [...] The Plaintiff brought the present suit claiming that by his purchase of the properties subject to a charge the first Defendant had impliedly undertaken to indemnify him against the icumbrance affecting them and that as by his default loss had been caused to the Plaintiff by the proceedings taken by the incubranccr the first Defendant was bound to idemnify him and that the right to indem [...] (iii) That having regard to the essential nature of the relief claimed the indemnity claimed by the Plaintiff could be enforced against the first Defendant though he had not paid the entire debt due under the dcree.
