(3) as the date of the comencement of Part III of the Act when the person sued is employed about the affairs of a Province and the date of the establisment of the Federation when the person sued is employed about the affairs of the Federation. [...] It follows that when the act complained of is one done after the comencement of the Act or the establishment of the Federation the section has no aplication and previous sanction of the Governor or the Governor-General is not necessary under the Act. [...] If anyone knows the meaning of any of the provisions that person must be the Joint Secretary of the Rural Indebtedness Department who is in the habit of issuing edicts from time to time informing the world what the scope of the Act is and how it must be applied. [...] " No proceedings civil or criminal shall be instituted against any person in respect of any act done or purporting to be done in the execution of his duty as a servant of the Crown in India or Burma before the relevant date except with the consent in the case of a person who was employed in connection with the affairs of the Goverment of India or the affairs of Burma of the Governor-General [...] In a mortgage bond there was the folloing stipulation :— When at the end of the month of Jeth 1336 Fasli or after the expiry of the due date at the end of the month of Jeth any year I the executant shall repay the entire peshghi money in cash in lump sum.
