The proposed amendment of the Bengal Agricultural Debtors Act suggests that the confidence of the present Ministry in the beneficent effect of their much-beloved measure has at last been weakening. [...] In spite of the deci sions that the Act does not and cannot apply to the High Court whether on the Original or the Appellate Side no attempt has been made to extend the measure to that unreachable territory. [...] Instead of iterfering with the High Court directly..and impeding it in the exercise of its functions conferred either by the Government of Idia Act or the Letters Patent it can take away the right of approach to the High Court and thus strike at the source. [...] A suit by some of the heirs of a deceased Muhammadan tb recover.a debt due to the estate of the deceased is defective on the ground of absence of title or lack of reprsentation in the heirs who bring the suit.
