Constitutional lawyers will notice that owing to the prompt and voluntary decision taken by the Dominions of the British Epire in favour of joining the war on the side of the mother country vexed questions that might arise under the Statute of Wesminister as to the right of a Dominion to remain neutral have been avoided. [...] While the action of the Government has had a wholsome effect and has served to steady the prices for the time being we hope particular care will be taken to ensure that the rigour of the law and the vigilance of those entrused with its administration may not slacken. [...] If the emergency of war continues to be a prolonged one it may perhaps be found necessary to regulate the prices directly by passing a Prices Control Act rather than leave it to the discretion of the dealers to charge fair prices and leave it to the judment of the police to decide if the prices are fair. [...] The only change noticeable is the transposition of the first chapter which formed the introduction of the first edition to the end of the book as an epitome. [...] Seca4 of the Partition Act fixes no stage up to which alone an application under that section can be made; on the contrary the language of the section shows that the ape plication can be made at any stage of tha suit even after the passing of the prelirni nary decree.
