1939

The reflection that a new source of occupation and income was opened up to members of the profession is pleasing particularly in view of the legislative depltion of the business of the Courts that has been going on for the last few years. [...] the Governor-General just as the bulk of the commercial litigation of Calcutta has now been diverted to the Arbitration Board of the Chamber of Commerce. [...] The outstanding event of the year was of course the hearing of the Bhowal appeal the like of which has never come up before a Court of law and is not likely to come up again Held in one of the largest Courrooms with appropriate dignity and cermony it took exactly nine months and it was remarkable how throughout that great length of time it sustained its interest for everyone. [...] The Government of India Act received elaborate treatment in the course of the exmination of two statutes namely the Bengal Agricultural Debtors Act and the Court of Wards Act as amended in Assam by the itroduction of sec. [...] 48 of the Civil Procdure Code and Art..182 of the Limitation Act each of the two periods runs indepedently of the other.
