The crux of the whole question of improvement of elementary education lies in the efficiency of the teacher. [...] The Board in consultation with the district committees appointed in each district under the Suba prepares programmes of works in such a way that the measures adoped may not conflict with any of the activities of the deparments of the State and of the prant parmitayats. [...] One of the important items of the committee's report was the establishment of Secondary Edcation Board to co—ordinate the working of all secondary schools and to deal with the questions referred to above. [...] may be mentioned the Hindu Code which consolidates all the previous Acts pertaining to different branches of Hindu Law and the Tradexvi Unions and Trade Disputes Acts which arc meant for the regulation and prottction of the trade unions formed in the State and the prevention and settlement of trade disputes. [...] Independently of the result of the cases filed in the courts the existence of the Act has proed a salutary check on the arbitrary exercise of the powers of excommunication.
