[...] The rates of shipowners' and semen's contributions are to be fixed after taking into consideration the principle that because of the nature of seamen's employment (their leaving home country being confined to the bounds of the ship and being at the service of the ship for all the twentyfour hours of the day without any leave) the shipowner will have to bear a larger share of the burden than a [...] The problems for consideration in regard to the administration of the scheme are :--- A. The position of the Seamen's scheme vs-a-vis the scheme for Factory Workers ; and B. The constitution of the controlling authority of the Seamen's scheme. [...] It will therefore be a step in the right direction to entrust the actual administration of the scheme to the Central Board of Social Insurance and to leave the ultimate control and policy to the Governing Body of the Seamen's Fund.
