The problem is in fact an essential part of the bigger one of world prosperity and world peac:t as there can be no solution to the latter if the conditions of the teeming millions of the working class are not improved. [...] He referred to the establishment of provident funds in the textile mills of the State under the Mangalmurti Award and also to the existence of provident funds in coal mines and other important industrial concerns and said that the Provincial Labour Advisory Committee had constituted a SuCommittee for considering the question of instituting provident funds in all the industries of the State. [...] He referred to the discussion on the subject at the seventh session of the Labour Ministers' Coference where the llon'ble the Chief Minister of Madhya Pradesh had Objected to the transfer of funds from one industrial establishment to another with a view to prevent easy migration of workers resulting in high labour turnover. [...] He was of the opinion that there should be some provision1 5 in the Trade Unions Bill also making it obligatory on the part of the trade unions to proceed with the formation of and take interest in the Works Cormittek.s. [...] He also felt that there should be some explicit definition of the scope of activities of these Committees and for the sake of uniformity it should be incorporated in the Central Act on the subject.
