The final lists of centres of survey and individual establishments wire made out in the light of the impressions gathered during the course of the preliminary tour and in consultation with local authorities. [...] The guiding principle in the selection of centres of survey was to make the survey regionally representative so as to discover differences in the conditions of labour in the same industry in different parts of the country. [...] This departure from the usual procedure of the Committee as a whole dealing with the work was necessary in view of the imensity of the task and the necessity of maintaining an all-India perspective. [...] S. R Sundaram one of the Supervisors of the Committee for the assistance rendered in the collection of some of the background material used in this Report. [...] From the point of view of the number employed one of the larger factories in the country apart from the Titaghur Paper.
