The final lists of centres of survey and individual establishments were made out in the light of the impressions gathered during the course of the preliminary tour and in consultation with local authorities. [...] Before the commencement of field work all the Supervisors (with the exception of those working in Bengal) were called to the Committee's headquarters at Simla and given detailed instructions on the technique and scope of the enquiries to be conducted by them the manner in which they were to submit their data and the centres and units which they were to investigate. [...] This departure from the usual procedure of the Comittee as a whole deslinv with the work was necessary in view of the immensity of the task and the necessity of maintaining an all-India perspective. [...] Of these from the point ofvi.oq a the ntunbers employed the Engineering Department the Public Health Department and the Hydraulic Department are the most important. [...] of the Mechanical Branch of the city Engineering Department and 50 per cent of the persons belonging to the Hydraulic. Engineering and Drainage departments are permanent.
