The guiding principle in the seleetio4 of centres of survey was to make the survey regionally representative so as to discover differences in the conditions of labour in the same industry in different parts of the country. [...] At the conclusion of the war and the withdrawal of the Joint Mica Mission from the industry presumably the export trade will return to the various dealers. [...] manufacture and the types of workers engaged in each one of them ; the probable total employment in the mining and manfacturing industries ; the special problem of employment of women and children underground in mines in contravention of the Indian Mines Act and of employment of children in factories in contravention of the Emploment of Children (Amendment) Act 1939 ; the nature of accident [...] The Government of Bihar appointed a special officer to investigate into the conditions of the industry and it is stated the report of the officer revealed the existence of over 1 000 dealers engaged in the trade whose activities were suspicious. [...] The bigger firms employ contractors for prospecting and the terms of the contract oblige the contractor to sell all mica obtained in the course of uparchalla work to the employers at rates laid down in the deed of contract.
