R.-2860 dated 17th July 0 1909 front the Collector of the Panch Mahal; to the Commissioner Northern Division submitting the revision settlement report of the Jhalod Mahal by the Assistant Collector Mr. [...] On the whole the recovery of the mahil from the serious effects of the famine has been heavily handicapped by adverse weather conditions. [...] The advantage accruing to the cultivator must however be discounted in the ease of the Bhils. [...] The decrease in the number of carts is striking in view of the improved communications. [...] To the cultivator of course the main point is not so much the incidence as the balance that remains with him after paying the tax.
