In view however of the preferential position that would be enjoyed by the Tata Company under the proposed measure of protection the Company should continue to fik the ex-works prices of the four protected categories of steels at the rates determined by the Board and those of other related categories after making due adjustments in the prices of the four categories. [...] As stated by the Board in paragraph 8(a) of Us previous Report although the production of high speed steels and stainless and heat resisting steels is technically more difficult than that of other alloy steels the production of the former types of steels is far more important to the country's economy than that of the latter. [...] The steels coming from the electric and open hearth furnaces however have to pass through the blooming mill and in the case of the harder types of such steels which have to be rolled at a comparatively lower temperature the continued use of the blooming mill is likely to damage the equipment. [...] (a) At the earlier inquiries the Board hae examined the costs of production of alloy The Board's estimate of the tool and special steels produced by costs of production a-d the fair ex-works price of the Tata Iron & Steel Company only. [...] It is of course possible that certain middlemen may take advantage of the prevailing market conditions and push up the prices of imported steels to parity with those of domestic steels thereby depriving the users of imported steels of the benefit of the existing rate of duty.
