There is a reasonable prospect of the prodution of a variety of chemicals at competitive prices if all the operations including the manufacture of salt and the manufacture of the chemicals are carried on by the same agency. [...] The position will be reviewed during the course of 1947 and the continuance of protection at these or other rates will depend mainly on the result of such review which will be conducted with paticular reference to (a) the cost of production of the Indian product (b) the c.i.f. [...] Since the present lease of bitterns given to the firm is to expire towards the end of 1953 and a„p it is not possible at the moment to forecast the royalty which the firm may be called upon to pay in the renewed contract the price of bitterns has been taken at the same rate as obtained in 1948. [...] We do not recommend the granting of protective specific duties to the full extent of the difference between the landed cost17 ex-duty and the fair selling prices because of the parmount need to reduce the cost of production as well as to safeguard the interest of the consumer. [...] (vi) In order to meet the threat of possible compettion from the United Kingdom in future and also to provide for the inadequacy in the safeguard afforded to the manfacturers by the continuance of the present rates of duties we recommend that imports of foreign calcium chloride should be allowed into the country only after taking into account the quantum of indigenous production [Paragraph
