The introduction of the system of triennial elections under the Act of 1916 brought about a general election at the close of the year. [...] In reviewing the report of the Agra municipal board the Commissioner remarks : Considering the importance of Agra as a former imperial capital and one of the largest cities in the province the report itself is a somewhat meagre document and consists of little more than a hald explanation of the increases and decreases under various heads of income and expenditure." It is hardly necessary to ex [...] It is obvious that the whole system of muncipal administration is liable to break down unless the board enforces the collection of the taxes which it has imposed and it is plainly the duty of the members of the board to set an example by payin! the tax as soon as it becomes due. [...] At Agra the board spent over half a lakh more than in the preceding year but the Commissioner reports at the end of the year that some of the repaired roads alrea0y showed signs of deterioration and that the board was not obtaining full Value for the money expended. [...] In the Rohilkhand division the Comissioner states that the increased expenditure does not indicate in any way the general improvement in the state of the roads owing to the high prices of materials of all sorts and more especially of kankar.
