Report on Municipal Administration and Finances in the United Provinces of Agra and Oudh During the Year Ending the 31st March 1916

The discontent consequent on the introduction of direct taxation alluded to in the resolution of last year can only be finally allayed by the steady growth of a spirit of responsibility and public duty in the tax-payers and by the gradual appreciation of the benefits derived from the increased freedom of trade and intercourse. [...] By the close of the year the report of the committee appointed by Government to consider the question of the expansion of Cawnpore had not been received ; hence no new schemes of an ambitious nature have been embarked upon by the trust during the year under review. [...] ( 6 ) The rescue and temporary housing of the victims was followed by the rapid cleaning away of the debris and the distribution of large grants to assist in the rebuilding of private houses. [...] The decrease under the head of conservancy is however largely clue to the lower rates for fodder and that under the head of lighting mainly to the fact that no sum was spent during the year under review in Mussooree and Dehra Dun comparable to the large expenditure of the preceding year from special grants and loans on the hydroselectric schemes. [...] The indifference of the majority of the people to the importance of engaging trained midwives can be combated only by means of patient work and by the example of the more enlightened classes.
