It was expected that the bill would become law during the year and the Governor acting with his Ministers therefore decided to postpone the date of the trennial elections which would ordinarily have been held in March 1921 and to extend the period of office of the members of boards by six months. [...] The revision of the tax in force in the Hardwar Union and Fyzabad was discussed and has since received the sanction of the Government of India. [...] The number of boys' primary schools managed by the boards increased by 34 and Aided schools by 10 but there was a decrease in the number of pupils of 295 in the former and 1 206 in the latter. [...] The Local Government have agreed to give boards who decide to apply the Primary Education Act to the whole or any part of a municipality assistance as far as funds are available to the extent of (1) two-thirds of the extra cost involved including the cost of remitting fees and also (2) the total cost of bringing the minimum pay of their teachers up to the minimum rates prescribed for district b [...] Financial position.—With few exceptions the financial position of the boards can only be described as precarious and as remarked by the Commissioner of Meerut the outstanding feature which runs through nearly all the annual reports is the steady depltion of balances and the ever increasing disparity between income and expenditure."
