But this would involve the transformation of the elementary school teaching profession into a branch of the Civil Service a solution which would be incompatible with the present political freedom of the teachers and also with the denominational requirements of the managers of the voluntary schools. [...] But the Local Government Board's order is based on the principle that where the deficiency of food is due to the father's neglect the relief given to the child by the guardians shall be regarded as a loan made to the father which the latter isEDUCATION IN ENGLAND. [...] The relief given on any application is not to extend beyond a month and if a further application is made in the same case within say six months of the first application and the cause of the application is the habitual neglect of the father to provide food the guardians are to consider whether the case is one in which proceedings should be taken under the Vagrancy Act or under the Prevention of [...] The development I should myself advocate is a perseverance in the alround improvement of the work of the schools and especially a marked raising of the work of the upper classes and of the age at which boys leave school. [...] Every year the mayor of each town and village prepares from the register of births a list of the children about to attain the age of obligatory attendance ; and both the parents and the schools are warned accordingly.
