In the former what has to be dOne is to adjust the course of studies and the methods of teaching in the middle secondary schools to those of the elementary schools and to make the passage at twelve years of age from the public elementary or inspected private school to the middle secondary school easy natural and intellectually profitable.. [...] Butler has won the admiration of the leaders of Education in England and has done much to advance the interests of our primary and secondary schools and of our Universities by the dignity the insight and the eloquence of the addresses which he has delivered in London Manchester and Oxford. [...] To my mind the latter is not so important as the former for whatever of evil is feit to exist in the Lower Secondary Currculum seems to me to be due to the evils of the absence of a vernacular medium and to the fact that the text-book medium in these classes is English.
