And the Government will not only allow the staff of the Royal College of Science and of the School of Mines to be utilised to the fullest extent for the promotion of higher scientific studies in connexion with the Committee's plan but will place the bnildings or the Royal College of Science now in occupation or in course of construe - tion at South /Kensington under the direction of the new gov [...] Thus the new institution will embrace the work of the Royal College of Science of the Royal School of Mines of the Central Technical College and of new departments to be established upon the additional site at South Kensington. [...] It proposes that the new institution should begin at once ; that the question of its ultimate absortion in the University of London should be referred to a Royal Commision charged with the duty of deciding whether changes can be made in the character and constitution of the University which will make it desirable to amalgamate the two institutions; and that in the meantime the new College of [...] Congregation of the University has rejected by 139 votes to 76 a proposed statute for altering the date of the examinations in the Summer Term and by fixing them earlier in the term to enable the Summer Boat Races ( the Eights ") to be held at the end of term instead of in the middle. [...] In the college of which I am writing there is much delegation of functions to individual members of the staff: to one the supervision of the library to another the presidency of athletics to another the charge of the Common Room or of associations grouped under it.
