[...] passed the failure of the majority of the reSt being attributed to the want of complete and scholar-like knowledge of their mother-tongue " The same woeful tale was repeated till 1862 but matters gradually took a hopeful turn soon after the percentage of passes rose to 38 and both the Chancellor and the Vice Chancellor of the Bombay University expressed their satisfaction at it. [...] Probably it was still in the "scholar-like knowledge of their mother-tongue." It was in 1872 when the precentage of passes was only 17 that we had the failure for the first time attributed to the deficiency in the knowledge of English on the part of the examinees.
