It deserves notice that in this case the central department of Goverment to which is entrusted the oversight of the public interests of a specific industry has been charged with the duty of organising the technical education which the needs of the industry require. [...] Just as the Admiralty organises the educational institutions of the naval service and as the War Office has charge of the educational institutions of the Army so it has been made the business of the Board of Agriculture to stimulate and aid the various forms of instruction which the farming interest of the country requires. [...] This theory though not strong enough to concentrate in the hands of the new Board of Education the educational duties of the Admiralty the War Office and the Home Office was nevertheless so far operative as to prevent the Board of Trade from becoming the central authority for technical education and for a time at least to prevent the Board of Agriculture from having free scope in the developm [...] There would probably however be great resistance on the part of the Home Office to the transference to the Board of Education of the duty of approving bye-laws relating to the employment of children. [...] Johnson writes "though he may never formulate the belief the Church is in spite of its admixture of human weakness and error the Divine Society the Body of Christ the extension of the Incarnate Life and vessel of the authority of our Lord the only commissioned teacher and interpreter the guide of conduct and of the spiritual life : into the Church the child is taken as a member at baptism
