[...] The report upon the work of the Research Fellows and Scholars in Physics and Chemistry makes allusion to the effects of the war upon the work of the Research Scheme. [...] The raw material of the school is the child and in Japan the children are one of the first features of life that meet the eye. [...] WHEN the interest and affection of a guardian unite with the knowledge of the theory and practice of education the observtion made of the actual working of the Vernacular Schools is far from satisfactory and the way adopted by a friend of mine of taking his son through the primary education' by a private tutor working under his personal directions becomes full of meaning.
