Among the principal conclusions of the report are that natural science should be included in the general course of education of all up to the age of about sixteen and that the tests of such a course should be accepted as the normal qualification for entrance to universities. [...] What may be termed the General Staff" side of the work it is proposed to provide by establishing an institution on the lines of the existing School of Oriental Studies in London where may be pursued the intensive study of the greatest possible number of European languages with the geography resources industries and all valuable information concering the various countries. [...] In this would be included various questions which arise in connection with time-tables of lessons ; with the organisation of games and forms of recreation ; with modes of maintaining school discipline ; with the relation of the school to the outside world the parents the higher educational institutions and places of employment.
