Though the ‘rurban centre' the countrtown or the small city exhibit on the whole the ecological and social organisation of an overgrown rural community the demarcation between the rich man and the poor man's residential area appears and this widens the social distances between people which may have their origin in race colour language and gradation of occupations. [...] The movement over the partition of Bengal however captured the imagination of a much wider section of the population and with it the nationalist movement in the proper sense of the term may be said to have begun. [...] They will be able to determine the constitution because they will have the assistance of the civil service the judiciary the police and the army. [...] It is not proper to compare the housing condition of the labour of the Western country with that of ours because the primary and essential conditions of living arc quite different on the two sides of the globe. [...] The question of provision of labour quarters is relegated to the last position and in the end some sort of cheapest possible structures are erected for the dwelling of the labour force.
