The work accomplished during the first yearsof the existence of the League of Nations justified the hopes of those who really desired that an end should be put to the anarchy of national sovereignties which was in fundamental contradiction:with the principle of the equality of States. [...] The democratic principles which lay at the basis of American institutions required the acceptance of an arrangement which while increasing the number of nonnermanent seats within the Council assured to all States by means of a just system of rotation the enjoyment of the same rights and aspirations.
