The work accomplished during the first yearsof the existence of the League of Nations justified the hopes of those who really desired that an end should be put to the anarchy of national sovereignties which was in fundamental contradiction:with the principle of the equality of States. [...] The democratic principles which lay at the basis of American institutions required the acceptance of an arrangement which while increasing the number of nonnermanent seats within the Council assured to all States by means of a just system of rotation the enjoyment of the same rights and aspirations. [...] INDIAN DELEGATION TO VII SIMON' OF THE ASSEMBLY OF THE Wove OF NATIONS The Indian Delegation to the seventh session of the Assembly of the League of Nations is constituted as follows :— DelegalSir William Henry Hoare Vincent o. c. 1. F.. [...] So it cimes to this that the Indian delegation ropre;ents not the people of India but the Government of India which is a foreign Government not responsible to the people of India It is true the delegate; of other countries to the League are also nominated by the Governments of their repective countries.
