The Census of 1931 shows that while the percentnge of earners is 35.73 of the population in the whole of India the percentage of earners in Bengal is only 27.3. [...] The illiteracy of the peasant stands in the way of his utilising advanced knowledge in respect of the rotation of crops and of crop diseases and pests.
