In the opinion of the Committee it is desirable that preferential treatment to the people of a province should be governed by certain rules and that the rules in the different provinces should be similar. [...] In secondary schools education should be given through the medium of the language of the province but the State should provide for education through the medium of any other language where there is a demand for it on the nart of the residents of any district where this other language is spoken. [...] Such being the case the language of the resolution should be quite clear throughout and as unambiguoiis as the language of legal docments is sought to be made So we think the last cause of the last sentence of the ninth conclsion which is rather vague should be worded in some such manner as the following : a. but the State should provide for education through the medium of any othe [...] exterminating war as the immediate task of future revolutionary action—means to deceive both ourselves and the people." As regards the whole inheritance of hums knowledge Lenin urged the youth " to acquire the whole sum of human knowledge " in his address to the Third Congress of the Commnist Youth in Russia in 1920 and observed : "Communism becomes an empty phrase a mers facade and the Co [...] R.
