[...] The Chairman yesterday placed before the Board the following letter received from the Secretary to the Government conveying the view of the Government on the point.. [...] A Solitary Indian Secretary to Government of India In the Central Legislative Assembly Sir A. H. Ghaznavi said only one of the 17 Secretaries to the departments of the Government of India was an Indian and asked if the Government contemplated any steps to remedy this so as to improve the proportion of Indians to Europeans.
