In Article 28 of the Congress Constitution after the word " shall" omit the words " remit to the Brtish Committee of the Congress through the General Secretaries of the Congress " and substitute therefor "make to the All-India Congress COmmittee " and also omit the words " subject to a minimum of of Rs.
