Provisions have been intrduced in the Territorial Force Bill for the appoinment of a Provincial Advisory Committee for enabling any portion of the force to be called out in aid of the civil power for the modification of the provisions of the Indian Arm} Act by rules for vesting the power of prescribing punishments in the Governor-Generain Council instead of the Commandein Chief and [...] It has been suggested that the organisation of a Territorial force is in the nature of an experiment that the infantry is the basis of the army and that without knowing the nature and extent of the response in this branch it would not be possible to incur the enormous liability to expenditure which would be involved in the fomation of other branches. [...] It is a recognition of the absence of any legal bar to the eligibility of Indians to other arms of the Defence Force and it affords an opportunity to the Legislature to convince the Executive Government of the expediency of throwing open other branches of the Defence Force to Indians. [...] On the last day of the Council the Home Member placed on the table a statement showing the names of officers and the action taken against them to mark the disapproval of their action by the Government in handling the Punjab affairs. [...] Conjunctivitis means the inflamation of the Conjunctiva that is the memtrane which covers the inside of the lids and the white of the eye'.
