For instance the disarmament clauses of a Versailles Treaty were expressly retained as a guidance to all the European nations and they state in emphatic terms that the disarmament of Germany was to be the prelude to the limitation of armament on the part of all the other nations. [...] They are also the first step towards the reduction and limitation of armaments which they seek to bring abort as one of the most fruitful preventives of war and which it will be one of the first duties of the League of Nations to promote." The conference must not only be an expression of good intentions but of the validity of the peace treaties after the Armistice. [...] One of the steps I would suggest for the progressive reduction of armaments is the establishment in every country of a Ministry of Defence in the place of the Ministry of War. [...] The agreement further stipulated that Catalonia would be deemed to be completely independent during the period intervening between the declaration of the Republic in Catalonia and the signing of the agreement that the region would be styled the Generalidad of Catalonia " and that its Constitution should be drawn by the Catalan people and submitted with the approval of the Provisional Government [...] If the Reports of the Simon Commission were best sellers at the time the proceedings of the Round Table Conferences 13 filled thousands of columns of the world press which is the basic factor in the creation of world opinion.
