The next important subject commanding the attention of the Councillors concerned the pament of furlough passages for Civil Servants and it was on this subject that the first of the unfortunate conflicts between the Governor and the State Council occurred. [...] The story of concessions in the matter of mining forests plantations and patronage in the case of Government purchases and contracts has been if it wereefrankly told one of studied exclusion of the Indian whether he belonged to the majority community or to any of the minorities.
