In the first place the feeling about it was due to the fact that Mussalmans incluing the Mussalman members of the Assembly wanted a law and naturally the Hindus thought that the bill was a surrender of principles in consequence of that agitation. [...] The law of blasphemy in England only looks to the scurrilouss or ribald language employed' But here though the language and the nature of the comment may be some evidene of malice In extreme cases deliberate malice in fact is made the gist of the offence. [...] In his letter of rsignation Viscount Cecil stated the reasons which led him to take this action : I look bank on the refusal to accept the Treaty of Muting Assistance the unconditional rejection of the Protoonl the Ministerial declaration against compusory arbitration the partial failure of the Preparatory Commission and now the breakdown of the Three Power Conference. [...] Several things made it necessary to take a vote of the country There was the murder of Kevin 0' Higgins Minister of Justice ; the recent vote of "No Confidence" resulted in a tie and the Speaker only saved the situation by voting for the Administration and the generally precarious position of the Government rendered a general election necesary. [...] The manuring of the fields the clearing of the silt of the channels co-operative irrigation and drainage of the fields tank-digging and temple festivals and sundry repairs are done with a fidelity of spirit -and devotion of heart that lift common work to the level of a sacred duty.
