Many of the Indian members while agreeing to the question of the capitation charges being referred to the Tribunal took exception to the Tribunal adjudicating upon the question of the contribution which the British revenues should make towards military expenditure. [...] But all said and done it is to the credit of the retiring Finance Member that he was the first to make the economic progress of the country the concern as much of the Finance Member as of his colleagues in the Commerce and Industries Departments He has also succeeded in persuading the Government of India as a whole to recognise this new responsibility.
