At the th rd session of the Round Table Conference the Committee on the Distribution of Legislative Powers expressed the view that if the fists of subjects to be allocated exclusively to the Centre and to the Provinces were drawn in sufficient detail and if a fi [...] The proposals of the White Paper on Indian Constitutional Reform in regard to the powers of the proposed Federal and Provincial Legislatures have been practically based on the recommendations of the Committee on the Distribution of Legislative Powers as stated above. [...] But the best arrangement to my mind will be frankly to vest the residuary powers in the hands of the Federal Government of India from the very commencement of the operation of the Constitution Act as that alone will make the Federal Government very strong and enable it successfully to hold in check the divisive influences in our national life. [...] As we have to deal with the Hindu;Moslem question along with the questions of the provinces of British India and of the Indian States they too had to consider the French-Anglo-Saxon question along with the questions of the three divisions of British North America namely Upper Canada Lower Canada and the Maritime Provinces. [...] The Indian Councils Act of 1909 was when all is said a modest step in advance and though it failed to satisfy the progresive sections of the country the policy underlying the expansion of the Councils and affording Indians of ability wider opportunities of associating themselves with the administration of the country was entirely in accord with the just aspirations of the people.
