For already in the bosom of the League has not regionalism been employed in the representation states in the Council ? And would not the concentration of effort as in the case of a united Europe makt for a measure of success which would justify imitation generally ? [...] " By taking up the case of one of its subjects and resorting to diplomatic action and international judicial proceedings on his behalf a State is in reality asserting its own rights—its right to insure in the person of its subjects respect for the rules of international law." The Court emphasized that the parties to the dispute are the two states and no other and the injured party is the srale [...] The extension of railways the building of roads over which motors could speed and of telephones by means of which the police could be quickly apprized of any untoward happening in the remotest village and of the presence of bandits in any place played an important part in the programme by which the forces of law and order overcame the elements making for disorder. [...] The book is divided into three parts : the first deals with the nature of the Horizon the second with the Arts the third with the tendencies in Modern philosophy.
