Racial interests in India are by many people spoken of euphemistically as economic interests ; but the thoughtful and philosophic statesmen who are inspired by the single:idea of the good of the governed are expected to acquire a clearer and more comprehensive vision of the diverse aspects ofr the character of the people than the members of the commercial community %who regard only one of thes [...] While denying the accuracy of the latter statement it follows logically from their anxiety to extend special protection to their own interests that there is undoubtedly a conflict between these and the interests of the people of India If there is an antagonism it follows that the special protetion of the one class of interests implies the special destruction of the other etass for the two [...] sists in an all round development of the Taculties of individuals in their richest diversity and not merely in having the means to feed and clothe themselves or even to loll in material comfort The strength of a State " says an eminent writer " lies not in the material' wealth of its territory or the accumulated riches that flan the product of the labour of ages but in the worth of its citiz [...] Although these "ri/qnciples are meant to form the basis of peace with nations they are none the less applicable to the maitenance of friendly and honourable relations between Europeans and Indians in this country and itis the hope of the Indian petple that these noble principles will govern the economic and political reconstruction of the British Empire after the war."
