The grant of adult suffrage the abolition of communal representation and the devoltion of executive powers upon the Ceylonese for the first time have been integrated with proposals for the abridginimt of legislative powers and for the setting up of the Sevices as a state within a state and of the Government as a dictator. [...] Gandhi's draft :— Having regard to the Viceregal pronouncement of the 1st November the Delhi Manifesto bearing the signatures of Congress members and members belonging to other political parties in the country and the events that have subsequently happened and having regard to the opnions of friends that response from the British Goverment to the Delhi Manifesto should be further awaited bef [...] In Switzerland the powers of the two Houses are equal and the smaller House which represents the Catons is in practice rather the weaker of the two. [...] A Council of States ought as in the case of the old German Diet and the present Reichsrat therefore to be constituted for India not of members selected by the people of the diffeent States and British India but by the Goernments of the States themselves and the the various provincial Governments and the Central Governmei t in British India so that they will be able to represent the Stat [...] Possibly it is due to the sparing use of the word by ethical writers and to the awkwarness of it that the title is changed in the later editions.* In any case the study is devoted to an examination of the habits and predilections * THE SCIENCE OF CHARACTER.
