In order to understand the historical background of the Afghan attitude it is necessary to recall the circumstances which 'gave birth to the scientific frontier policy of the Government of India in the latter part of the 19th century. [...] Its objects were firstly to assert a definite right of suzerainty over the tribal country secondly to demarcate a scientific frontier in accordance with the views of. the Forward School thirdly to rectify the existing anomalies in the matter of India's defence line fourthly to tackle the problem of tribal unrest and modify the closeborder system on the frontier fifthly to curtail the Af [...] In the new republic of India we are carried off our feet by an avalanche of measures of social amelioration : the rescue of the tenant from the landlord and appropriation of temple endowments for social purposes prohibition the abolition of horsracing the securing for women of equal rights of inheritance and the abolition of poligamy are a few of these. [...] Figures for expectation of life tell the same tale as the mortality figure because they express in terms of the probable length of life of the individual the cumulative effect of the specific mortality rates at different ages in respect of the two sexes ; the higher the specific death rates in a community the smaller will be the expectation of life. [...] The Government can help in the procurement and distribution of manures and supply of good seeds by a more liberal and elastic system of Government loans and grants-iaid to needy agriculturists by instilling the co-operative spirit in the village folk and by helping the banks which go to the aid of the agriculturists.
