I have in mind the United States of America There are the Czech the Slav the Russian Jew the Italian the German the French the Irish in short all white peoples from Europe ; as soon as they agree to take up the burden of citizenship they become an unit of the democratic organisation of the United States of America. [...] It was not wanted in India by any of the— Political parties and a large number of the younger men in the services seriously doubted the wisdom of the step " Referring to the intedependence of the question of services and the question of constitutional reforms the writer observes—"The Report as it stands which annouces the indefinite continuance of the status quo stands no chance of accepta [...] It sealed on the one hand the complete conversion of the Swarajists to a policy of responsive co-operation and on the other widened the gulf between ( ; overnrnent view and that of the Progressives in both the houses of the Indian Legislature. [...] The repeated adverse vote of the Assembly against the appointment of the Lee Comission was disregarded and this defiance of the Assembly's opinion culminated eventually in the certification of the Finance Bill and the doubling of the S tit-Tax. [...] They supported the Government when that was called for in the interests of the nation and they also endorsed the constructive side of the work of the Non-Co-opeators.
