In the clash of interests between the exporter and the importer the producer and the consumer the capitalists and industrial workers the debtor interest and the creditor interest the tax-payer and the exchequer it is very difficult precisely to lay hold of 'the general interests of the country.' Even in commercially advanced countries where the machinery for recording prices wages etc. [...] is that the steadiness of the ratio during the last one year points to equilibrium between the internal and external prices which was reflected in the prosperity of the general trade of the country. [...] Is therefore trouble to spring up only in the guarding of the interests of European officials or is a genuine regard for the welfare of the States' subjects to decide the issue ? If the latter consideration is to prevail it must clearly become the insurmountable policy of the British Government to compel the growth of responsible government in every one of the States. [...] The effects of the direction and intensity of an electric current on the transmission of excitation through the conducting tissue of a plant arc analysed in Chapter XII and it is shown that the velocity of transmission is enhanced when against the direction of a feeble current and that the " after-effect" of a current is a transient conductivity-change the sign of which is opposite to that induced [...] The Romans with the help of the Italian Greeks won the command of the sea; but nothing could stop the progress of the Carthainian privateers.
