Gandhi discussed with me his plans for the organisation of the strikers in the north of Natal and informed the of his intention therafter to march with them into the Transvaal and there to court arrest in order by this striking demonstration of mass-suffering to appeal to the sense of righteousness of the Union Government and the conscience of the white population of South Africa. [...] Among the reasons advanced for the belief are : the much better political situation in Europe the entry of Germany in the League of Nations the larger purchasing power of foreign nations and the expanding Imperial markets of Britain. [...] (2) The Controller and his subordinates such as the Medical Officer and the Agent of the Government of India may enter with or without notice upon any premises on which Indian labourers may be employed and " inspect the condition of such labourers of their housing accomodation and of the means provided for the medical treatment of such labourers." The agents of the Controller thus inspected 24 [...] The restrictions on the conditions of work took some of the following forms : protetion of leisure by restricting the hours of emploment and the period within which children might be employed ; the provision of holidays etc provision of education the protection of health by imposing sanitary conditions and the prohibition of child employment in dangerous work. [...] To check this abuse the Act of 1911 on the recommendation of the Factory * Statistics of Factories subject to the Indian Fatories Act together with a note on the working of the Act for the year 1923.
