In fact the fixed end of the Swarjist resolution in the Congress relating to work in the Councils reiterates the general policy of Congressmen in the Assembly and the various Councils—namely one of selreliance in all activities which can make for the healthy growth of the Nation and of determined resistance to every activity Governmental or other that may impede the Nation's progress towar [...] The resolution continues :—" And in particular Congressmen in the Legislatures shall (a) refuse to accept Ministerships or other offices in the gift of Government and oppose the formation of a Ministry by other parties until in the opinion of the Congress or the All-India Congress Committee a satisfactory response is made by Government to the National Demand. [...] And the suspicions of the All India Congress Committee were keenly roused when this power to direct otherwise that is to permit the grant of supplies and the passing of the budget was placed in the hands of the Working Committee—now composed of five No-Changers who would not interfere and tcn others of whom a half would take no iterest in affairs. [...] From the millonaire to the pauper from the idler to the man of business from the labourer to the leisured capitalist man is given the most significant if not the only place as the prductive worker the class that adds to the wealth of the country and that regulates not only economic life and well-being but ecoomic thought too. [...] They help in the sowing and reaping of crops in the threshing and the milling in the care of the fields and of the stock that belongs to the farm.
